Supports the Agency by developing the Agency’s budget, providing timely and accurate information and analysis, and managing the claiming, purchasing, and payment functions.
The County of Alameda Social Services Agency (SSA) provides basic safety net services to at risk children, families, and adults. SSA provides services through its administration and operating departments. Administration includes Finance, Government and Community Relations, and Human Resources. Operations includes Adult and Aging Services, Children and Family Services, and Workforce and Benefits Administration.
Our Agency serves one in three Alameda County residents, totaling to approximately 523,000 people. We work collectively and in partnership with over 150 organizations to serve the needs of the community.

In partnership with community organizations, private institutions, advocates and other public agencies, we strive to better equip those we serve to overcome challenges on their path to self-sufficiency and family stability to ensure that individuals are successful; families are healthy; and neighborhoods thrive.
The Alameda County Social Services Agency’s (SSA) 2019-2024 Strategic Priorities identify and highlight our key goals for success. Our goals renew our commitment to the community with an emphasis on equity and inclusion. These goals align with Alameda County’s Vision 2026 and reflect the Agency’s keen focus on achieving our objectives included in the document.
Through 2024, our Agency departments will be using the goals developed in this plan to address many of the challenges facing Alameda County and our organization’s ability to serve the community.

Financial Services Director
Supports the Agency by developing the Agency’s budget, providing timely and accurate information and analysis, and managing the claiming, purchasing, and payment functions.
Chief Departmental Human Resources Administrator
Human Resources provides personnel services for SSA; provides consultation and leadership on employee and labor relations issues; administers civil rights programs and language access for customers as well as internal staff; and coordinates the Agency’s Health & Safety programs, facility moves and renovations, and staff training and development programs.
Assistant Agency Director
We provide Adult Protective, Public Guardian/Conservator/Administrator, and Older American/Californian Acts services. AAS also administers In-Home Supportive Services (IHSS) and operates the Area Agency on Aging.
Assistant Agency Director
We provide emergency response and shelter services as well as investigative, maintenance, reunification, and permanent placement services for children and youth, and administer the Foster Care Program.
Assistant Agency Director
We administer the Information Systems and Program Integrity Division and the Workforce Development Board. GCR also provides community relations, disaster preparedness emergency management, legislative and budget analysis, and public information services.
Assistant Agency Director
We administer eligibility for, and disbursement of, mandated assistance programs and provides the required employment and support services for public assistance recipients.
